Another war looks like it's brewing — between India and Pakistan. Operation Sindoor 2.0 On The Card? PM Modi’s Warning After Delhi Blast Rattles Pakistan
The words “terror incident” are a notable change from “blast” that had previously been used to designate the nature of Delhi explosion and so is the addition of the word “anti national”.

It is worth noting that post Op Sindoor 1.0 there has been a reactivation of terror infrastructure in Pakistan with full military and state support. But how is that possible when the economy is in the doldrums? The Pakistan Army is rich, but it seems implausible that the military would dip into their own coffers to rebuild terror or military infrastructure instead of enriching themselves especially when there are other countries with deep pockets standing ready to help, like USA and China.
